PCC trains over 130 legal professors in year 2 of specialized competition law program

Participants of the three-day online course, “Training for the Specialized Academic Track and Post-Graduate Certificate Program on Competition Law,” held on June 15-17, 2026.

The Philippine Competition Commission (PCC), supported by the Legal Education Board (LEB) and the University of the Philippines (UP) Competition Law and Policy Program, successfully conducted the second year of its intensive online capacity-building course on June 15-17.

The three-day program, titled “Training for the Specialized Academic Track and Post-Graduate Certificate Program on Competition Law,” saw strong, continued engagement from the academic community, drawing over 130 law professors, instructors, and lecturers from across the country. This follows the pilot run in 2025, which trained 106 legal educators.

The initiative stems from a 2022 memorandum of agreement between the LEB and the PCC designed to embed competition law in the law school curriculum. This training directly supports the implementation of the Specialized Academic Track and Post-Graduate Certificate Program, preparing faculty members to teach the discipline amidst an increasingly complex global economic and technological landscape.

PCC Commissioner Lolibeth Ramit-Medrano underscored that the program is a forward-looking endeavor designed to establish sustained expertise within the legal academy, moving competition law from a peripheral topic to an essential discipline.

“Our collective goal is not only to refine legal education, but to transform it into one that is more relevant and responsive to the fast-changing times and emerging trends,” Medrano said. “Through our teaching, we will shape future lawyers, prosecutors, judges, policymakers, and business leaders. We are instrumental in raising generations that understand that economic progress must be anchored in fairness, transparency, and respect for the rule of law,” she added.

Medrano further noted that while the Philippine Competition Act (PCA) is currently taught under commercial law review or alongside subjects like intellectual property and data privacy, independent specialization is necessary. Mainstreaming competition law is crucial given the rise of digital markets, big data analytics, and complex business platforms that have significantly transformed market dynamics.

LEB Commissioner Lorenzo Reyes expressed the Board’s continued commitment to the partnership. He underscored that the collaboration has successfully laid the structural groundwork for post-Juris Doctor certifications, ensuring that future Filipino lawyers are fully equipped to safeguard fair markets, promote innovation, and protect consumer welfare.

Led by internal and external subject matter experts, the curriculum shifted toward deep-dive discussions and practical workshops covering six critical areas:

  •  Overview of the PCA by PCC Head Executive Assistant and Office of the General Counsel Acting Director Nina Remedios Mejia;
  •  Introduction to the Substantive Economics of Competition Law by PCC Economics Office Economic Investigation Division Chief Emmanuel Garcia;
  •  Understanding Sections 14 and 15 of the PCA (Anti-Competitive Agreements and Abuse of Dominance) by PCC Competition Enforcement Office Litigation Division Chief Jasmine Rose Maquiling;
  •  Introduction to Substantive Merger and Acquisition Analysis by PCC Mergers and Acquisitions Office Merger Review Division Chief Margarita Sison;
  •  Comparative Competition Law and Emerging Trends in the Field by Medrano; and
  •  Pedagogies on Teaching Competition Law by UP College of Law Dean Gwen Grecia-de Vera

The training concluded with an invitation for the participants and the wider legal community to look out for the PCC’s upcoming Mandatory Continuing Legal Education-accredited program. The next phase will offer advanced learning tracks focusing specifically on digital platforms, digital markets, and emerging global trends.
