PCC showcases enforcement initiatives at TCCT-OECD Competition Day 2025

The Philippine Competition Commission (PCC) showcased its enforcement and policy research initiatives at the Trade Competition Commission of Thailand (TCCT)-Organisation for Economic Co-operation and Development (OECD) Competition Day 2025 held on October 1-2 in Bangkok, Thailand. The TCCT-OECD Competition Day convened global regulators, policymakers, and experts to advance competition enforcement and policy innovation.

PCC Commissioner Ferdinand Negre joined as a panelist in the session “Unlocking Competitiveness through Competition,” where he highlighted PCC’s strategic focus on priority sectors for 2024-2028, such as agriculture, energy, health, transportation, telecommunications, and water. He discussed PCC’s role in shaping national competition policy through legislative engagement, including its support for Republic Act No. 12234 or the Konektadong Pinoy Act, which established a comprehensive data transmission framework. Negre also emphasized PCC’s collaboration with sector regulators, its use of competition impact assessments, and its growing international cooperation agreements as tools in the effective implementation of competition law and policy.

In the session “Industry Focus: Digital Transformation for Competition Authorities,” PCC Economics Office Acting Director III Kirsten Dela Cruz presented the Commission’s enforcement and policy initiatives in the digital economy. She highlighted PCC’s studies and cases on platform switching, multi-homing, and merger remedies promoting transparency and compliance in the digital payments market. Dela Cruz also introduced PCC’s digital tool, such as the Bid Rigging Screening Tool, stressing the need for proactive measures of competition authorities in detecting potential bid rigging practices.

PCC’s engagement at TCCT-OECD Competition Day 2025 highlights its commitment to strengthening market regulation, advancing institutional innovation, and contributing to regional dialogue on competition enforcement in the digital age.
