Call for Applications for Independent Monitor

The Philippine Competition Commission (“PCC”) is accepting applications from interested firms or individuals to be nominated as the Independent Monitor of the 2025 Undertaking executed by Grab Holdings, Inc. and MyTaxi.PH, Inc. (collectively, “Grab”).

On 10 August 2018, the PCC resolved to take no further action on Grab’s acquisition of Uber System, Inc.’s Southeast Asia business, subject to Grab’s compliance with its voluntary commitments in the Undertaking dated 09 August 2018. These commitments include Service Quality, Fare Transparency, Pricing, Non-Exclusivity of Drivers or Operators, Incentives Monitoring, and Improvement Plan commitments, of which the Non Exclusivity Commitments remain subject to review.

On 16 September 2025, Grab executed the 2025 Undertaking, committing to subject to review its 15th and 16th quarterly compliance reports in relation to the Non-Exclusivity Commitments. Under the 2025 Undertaking, an Independent Monitor shall assess Grab’s compliance with the said commitments, and the PCC shall appoint the Independent Monitor from the final pool of nominees agreed upon by the PCC and Grab.

In this regard, the PCC invites firms or individuals to signify their interest in becoming a nominee for Independent Monitor. Prospective nominees must be independent and shall not have acted as a consultant to Grab, or any entity engaged in a similar business in the past three years. Prospective nominees must likewise be reputable, free from conflict of interest, and with proven capability to undertake the responsibilities set forth in the 2025 Undertaking.
